A few years ago President Clinton and Democratic lawmakers said Iraq had weapons of mass destruction. Now they say Iraq has no WMD.

A few years ago President Clinton and Democratic lawmakers said there was a crisis in Social Security. Now they say there is none.

What changed? Without any new laws or other government programs, it seems that as soon as a Republican was elected President, the problems disappeared. How is that for improving government effectiveness?
